Host Country Supports IN-SHP

China boasts 17% of the world's hydropower resources and has installed around half of the world's small hydropower(SHP) capacity. The Chinese government has attached much importance to the development of SHP, regarding it as a reliable means to electrify its vast rural areas. Since the establishment of People's Republic of China, approximately 33GW of SHP has been installed and over 300 million people are now enjoying the energy produced from SHP.

IN-SHP represents the shared aspiration of many developing countries to develop SHP resources. It has received enthusiastic support and encouragement from the Chinese government, who is proud of its successful experience in the SHP development. The State Council and Premier Zhu Rongji approved China as the host country of IN-SHP. The Chinese government arranged funds for the construction of the International Center on Small Hydropower (IC-SHP) and its capacity building. As the main founders, the Ministry of Water Resources(MWR) & the Ministry of Foreign Trade and Economic Cooperation(MOFTEC) of China have always sponsored IN-SHP activities.

In response, IN-SHP, as the only international organization with its headquarters set in China, is also actively involved in host country's SHP development. It sets up local SHP bases, supports indigenous manufacture of SHP equipment and participates in SHP-developing programs.

IN-SHP Bases

In order to better reach the grassroots people and to diversify contacts inside and outside of China, IN-SHP has opened various regional bases. Possessing independent management and accounting, these bases closely collaborate with IN-SHP in their regional SHP promotion activities. At present, there are three bases in China: the Chenzhou Base in Hunan Province, the Zhangye Base in Gansu Province and Jinhua Manufacture Base in Zhejiang Province. A fourth one is to be opened in Sichuan to access the huge SHP potential of China's under-developing West. Outside of China, a sub-center was opened in the State of Kerala, India, in collaboration with the Energy Management Center.


Indigenous Manufacture of SHP Equipment

IN-SHP has close relations with local SHP equipment manufacturers in China. It has been advocating and supporting the indigenous manufacture of SHP equipment. The secretariat of the National Association of Medium/Small Hydro Equipment Manufacturers, a leading coordinator in the industry, is also affiliated under IN-SHP.

Need for Small Hydropower Equipment
There is a great demand for SHP equipment in China; it is estimated that 1,500MW SHP, equivalent to 3000 sets of main units and auxiliary M/SHP equipment, will be added annually and Chinese manufacturers' exports will reach 100MW M/SHP equipment each year.

Capacity of SHP Equipment Manufacturing

The Chinese SHP equipment manufacturers (more than 100 in total) have a capacity to produce 2,500MW SHP main equipment a year.


Participation in SHP-developing Programs

Taking advantage of its resources and expertise, the center has actively participated in various SHP-developing programs organized by the Chinese government. These programs include, "Send Electricity to Villages", "400 Counties Electrification", "Replacing Firewood with Electricity" and so on. If successfully carried out, these programs will greatly promote the environment protection, social and economic development in China's rural areas.
