SHP - Small Scale CDM Project Developers' Guide (CDM 小水电项目开发者指南)
This package is designed to assist SHP project developers who are considering developing a CDM project.
The 14-page pdf document (in English and Chinese, alternatively) contains a brief history of the Kyoto Protocol and CDM, its guiding principles and project cycle, basic requirements to qualify as a small-scale CDM project, and essential questions for the production of a comprehensive and timely Project Information Note (PIN).
- Programmatic CDM
A programme of activities (PoA) allows an unlimited number of CDM project activities do be registered as one. IC-SHP is currently investigating the role that PoAs can have for small hydropower projects. More information on PoAs is available here:
http://cdm.unfccc.int/ProgrammeOfActivities/index.html
An IC-SHP presentation on programmatic CDM for small hydro power, made at the China SHP and CDM Forum in Shanghai on 14 July 2010, is available Here.
- Voluntary Carbon Market
Voluntary emission reductions (VERs) can be generated outside of the CDM framework. They are more valuable when certified under a voluntary market scheme: the most commonly used is the Voluntary Carbon Standard (VCS) (www.v-c-s.org). Emission reductions from up to 2 years prior to a CDM project’s validation are eligible under the VCS, known as pre-CDM VCUs.

ICSHP Successful in Registering SHP Projects under the CDM
Hunan Laopokou Hydropower project achieved registration as a CDM project on 2nd March 2010. The project is located on the Qi’jiang River in Hunan province, China. With a capacity of 24MW, it is expected to generate 66,700 tCO2e of certified emission reductions (CERs) annually, by displacing generation from fossil fuel. IC-SHP provided all CDM support, including preparation of the project design document (PDD). News click here.
ICSHP has already helped two other SHP projects in Hunan province to achieve CDM registration:
