Letter from the Director General

Greetings from Hangzhou!

In this edition of the newsletter we will inform you of the IN-SHP and IC-SHP activities that have occurred in March. In March we saw the signing of an agreement for the first SHP equipment manufacturer base for IC-SHP. The agreement was signed by Jinlun Manufacturers and IC-SHP and will promote greater cooperation for equipment supply and technology in China and internationally. During March, the annual work conference for the China Small Hydropower Equipment Association also took place where the challenges and opportunities for greater small hydropower development were discussed.

We also received a visit from the General Director, Shamil Birkadze of the Georgia Hydropower Company who is interested in Chinese equipment and purchased turbines for a refurbishment project in Georgia. Dr. Hisham Zerriffi from the Program on Energy and Sustainable Development at Stanford University also paid IC-SHP a visit to learn more about the Chinese SHP experience. Dr. Zerriffi is researching the impacts of institutions on distributed generation.

Jinlun becomes IC-SHP's SHP Equipment Manufacturing Base

Agreed by UNIDO, between UNIDO-ICSHP and Zhejiang Jinlun Electromechanic Co. Ltd. co-establishment agreement on UNIDO-ICHSP SHP Equipment Manufacturing Base JINHUA was signed in Jinhua on 21st of March 2005.

UNIDO-ICSHP SHP Equipment Manufacturing Base JINHUA is the only SHP equipment manufacturing base in China authorized by UNIDO Department of Medium&small Enterprise and Investment. In 1997, Zhejiang Jinlun Electromechanic Co. Ltd. became authorized enterprise under ICSHP to assist ICSHP on market research and study of SHP equipment industry, training of international SHP technicians, technology consultation of SHP equipments, supply and export of SHP equipments.

Now Zhejiang Jinlun Electromechanic Co. Ltd. has become a well-established enterprise of generating equipment in China. In 2004, they produced 560 turbines with total capacity of 360 MW and 134 million yuan of sales income. It ranked first in China for turbine production and economic benefit. Siemens digital control equipment and large-scale digital control boring and milling machinery were newly added so that they now have the capability to produce turbines of 500 MW. For 2005, they have already signed turbine supply contracts for 613 turbines with capacity of 400 MW and 140 million yuan of sales income. They also signed export contracts of US$2 million with 6 foreign countries including Japan, Sri Lanka and Iran. In the past, they have provided trainings for 160 foreign hydropower technicians from 30 countries and exported 60 sets of SHP equipments to 20 foreign countries.

Participants of the signing ceremony included the deputy mayor of Jinhua and high-level representatives from UNIDO-ICSHP, P.R. China's Ministry of Commerce TCDC section, and the president of Zhejiang Jinlun Electromechanic Co. Ltd.

14th Annual Working Conference of NAPSHEM convened in Yueqing, China

The Chinese National Association of SHP Equipment Manufacturers (NAPSHEM) annual meeting was convened from the 17th to the 18th of March 2005.

A total of 96 representatives engaged in water conversation system, equipment manufacturing industry and research institutes from all over the country attended the conference.

IC-SHP's Mr. He Zhicheng, secretary of NASHPEM presented a report that summed up the work of NASHPEM in 2004. Representatives made presentations to introduce their results in 2004 and their 2005 work plan. After discussion, Prof. Tong jiandong, chairman of NASHPEM made a presentation to sum up the development situation of SHP equipment manufacturing industry in recent years. Prof Tong analyzed the positive trends and main challenges of the SHP industry development in recent years. Prof Tong also discussed the requirements for future SHP development.

On the second day of the conference representatives visited Yueqing mechanical works. In 2004, Yueqing mechanical works produced 760 turbines with total capacity of 270 MW to supply 400 power stations in China. They have 10% of domestic market share and earned 54 million yuan of output value and 11 million yuan of tax turnover.

Leaders of NASHPEM also discussed the work plan of year 2005. It was decided to build an evaluation system for medium & small hydro equipment manufacturers among NASHPEM members in order to enhance the comprehensive competitive power of products and to strengthen the consumer confidence on products. The secretariat of NASHPEM will continue to serve the association for consultation, introduction of advanced technology and publishing of medium & small hydro equipment magazines. The 15th annual working conference is planned be convened at Fujian Zhenghe turbine manufacturing factory next year.

Visit from Georgian Hydro Power Ltd to IC-SHP Headquarters

Georgian Hydro Power Ltd of Georgia's General Director Mr. Shamil Birkadze visits China to source hydropower equipment.

Mr. Shamil Birkadze with Mrs. Inga Birkadze visited IN-SHP from 17th to 22nd March 2005. This was Mr. Birkadze's third visit to seek optimum technical solutions for SHP projects in Georgia and to source low cost hydropower equipment from China. During his current trip to China, he visited the Zhejiang Linhai Machinery Co. Ltd, the Yueqing Machinery Co. Ltd and Zhejiang Jinlun ElectroMechanical Co. Ltd.

He was very satisfied with the Chinese hydropower equipment and an agreement was reached on purchasing 2 turbines (1404kw + 500kw) for a refurbishment hydropower plant in Georgia. Meanwhile, the joint development with the Bakhvi HPP (16MW) in Georgia between the IC-SHP, the Georgian Railway Ltd (GR) and the Georgina Hydro Power Ltd.(GHP) has been renewed.

Visit from Dr. Hisham Zerriffi from Stanford University to IC-SHP

Dr. Zerriffi from the Program on Energy and Sustainable Development is researching the impact of institutions on distributed generation.

The research project tries to determine how institutational contexts, such as regulations, market structures and financing arrangements, affect the development and deployment of distributed generation technologies. The study is focused on developing countries and China is one of the countries included in this project. The main interest is in the use of small-scale distributed power systems in rural areas and in particular the use of distributed power for rural commercial activity. The research project is interested in both the creation of small commercial enterprises to provide distributed power or energy services (for example, small energy service providers that run a micro-grid for a village or group of villages) as well as the use of energy by other commercial enterprises (e.g. electrifying agricultural production facilities or small textile facilities).

Dr Zerriffi's visited IC-SHP to learn more about the SHP experience in China and how SHP has been used as distributed generation.
