Letter from the Director General

Over the last month and a half, IN-SHP's experts have traveled on consultative missions, we have co-hosted the Hydropower for Today Forum and organised study tours.

The Hydropower for Today Forum jointly hosted by IN-SHP, IEA and UNIDO was attended by over 200 participants from China and around the world. The Forum was a great success and is expected to be a platform from which the hydropower community can further strengthen its commitment to all aspects of international development, cooperation and promotion, and thus further invigorate an already dynamic industry. As part of the Forum, participants were able to join study tours that IN-SHP organised. One study tour went to the Three Gorges and another study tour traveled to small hydropower sites in the southern mountainous counties of Zhejiang Province.

In May, IN-SHP's experts also traveled to India and Sri Lanka on a consultative mission where they met with Government Officials and inspected small hydropower sites. In this edition of the newsletter we would also like to point out two funding opportunities, with the EC-ASEAN Energy Facility and Climate Trust.

IN-SHP is dedicated to continuing our work in providing opportunities for information exchange and cooperation. We would be pleased to hear your suggestions or comments on how we can pursue these endeavors.

UNIDO/IEA/IC-SHP Hydropower for Today Forum, June 02~04, 2005

Members of the international hydropower community attended the "Hydropower for Today" Forum at the International Center on Small Hydropower (IC-SHP) in Hangzhou, China.

The Forum's location was appropriate. China is a country with a rich history in hydropower and a leader in installed global hydropower capacity, and the country's Ministry of Water Resources (MWR) is a global leader in hydropower development. Over the course of the two-day event, representatives from the Chinese, Canadian and Indian government voiced their collective desire for further international cooperation and capacity building in sustainable development. In addition, during the opening ceremony, UNIDO announced its decision to commemorate the Chenzhou and Zhangye IC-SHP bases for their successful small hydropower development, and the Jinhua base for its successful promotion of hydropower equipment manufacturers.

All told, experts proffered 26 wide-ranging presentations at the Forum, with representatives from North America, Europe, Asia and Africa facilitating discussion on manifold and varied aspects of international hydropower promotion and development.

Concurrent activities during the Forum included CIDA/Ministry of Commerce of China/IN-SHP Automation Technologies for SHP Training Workhop, the IEA ExCo Meeting for Hydropower Technologies & Programs, Seminar on Competiveness Evaluation System on Chinese Medium and Small Hydropower Equipment Manufacturers and a Training Workshop on the Development & Productive Use of Micro Hydropower.

Study tour to SHP Stations in Zhejiang, June 05~07, 2005

IC-SHP's study tour to Taishun and Jingning counties in Zhejiang gave participants an insight to small hydropower development in Zhejiang.

As a follow-on activity to the Hydropower for Today Forum, the study tour to Taishun and Jingning county allowed participants an opportunity to visit several SHP stations and meet and discuss hydropower development issues with local county officials. Taishun and Jingning counties are both in the south of Zhejiang and are rich in hydropower resources. In Taishun County a 25MW and 10MW project were visited. Taishun County has 134 hydropower stations with an installed capacity of 187.8MW. In Jingning County cascade SHP stations along the Biaoxi River were visited. Jingning County has 121 hydropower stations with an installed capacity of 214MW.

In both these counties, the development of SHP is a priority for the local government. SHP development has enabled these counties to have close to 100% rural electrification and to also develop local industries.

Study tour to Three Gorges Project, June 4~7, 2005

The study tour gave participants amazing experience to the world's largest hydropower project

During the period of forum "Hydropower for Today", a team of total 18 people, including 14 foreign participants was invited by China Three Gorges Project Corporation (CTGPC) to visit China Three Gorges Project.

On 5th of June, the team was accompanied by CTGPC officials to visit China Three Gorges Project and Gezhouba Project to see the dams and powerhouses respectively. Before sites visit, the team also visited Three Gorges Project Museum to view the historic and recent situation of China Three Gorges Project. On 6th of June, chiefs of several relevant departments in CTGPC had a meeting with the team. Some detailed information and statistics were introduced to foreign participants.

Consultative Mission to Sri Lanka and India by IN-SHP's Delegates

In the last week of April 2005, led by IN-SHP's Director General, Prof Tong, IN-SHP's delegates shared their expertise on SHP development and continued to offer IN-SHP's services to these two countries.

In Colomobo, Sri Lanka, IN-SHP's delegates held meetings with the Minister of Power and Energy, the UNDP Sri Lanka Office, Appoi Minisitry Prov Council and the Dy Minister Provincial Council. IN-SHP also held meetings with SHP project developers. IN-SHP delegates also traveled to Kandy to inspect micro-hydropower stations and potential SHP sites in the Hanguranketha area. In Indurana, a 100kW power plant in need of refurbishment was also inspected.

In Bangalore, India, IN-SHP's delegates met with the Managing Director of Karnataka Renewable Energy Development Ltd (KRED). Meetings were also held with SHP project developers. From these meetings, the need for capacity building for KRED's staff for developing SHP and learning from China's SHP experiences were identified. Prof Tong has assured KRED that IN-SHP can assist with this capacity building and also to share China's SHP experiences. IN-SHP's delegates also traveled to Kolkarta where discussions with project developers were held about a 24MW proposed project in the Dajeeling area. Prof Tong, Prof Damodaran (IN-SHP's Managing Director) and Prof Li (IN-SHP's Chief Engineer) also traveled to Dajeeling to visit the site of the proposed station.

Sri Lanka and India has great potential for developing SHP. Through further cooperation it is hoped that the development of SHP will be accelerated and that the sustainable development goals of these two countries will be achieved.

EC-ASEAN Energy Facility calls for project proposals by the ASEAN Centre for Energy by the 27th of June 2005 at 4pm Jakarta time.

ASEAN Centre for Energy is seeking proposals for energy and environment related projects in ASEAN countries together with partners in the Member States of the European Union. Financial assistance will be from the Asia programme of the European Communities. In brief, the EAAF is a co-financing instrument for small scale energy projects. The Climate Trust - 2005 Request for Carbon Dioxide Offset Project Proposals

The Climate Trust is seeking proposals for projects that reduce or sequester carbon dioxide emissions. A total of $4.3million for carbon offset projects is available. The projects have to: prove that the CO2 emissions are additional to those that would likely occur in the absence of offset project funding; be implemented after the carbon funding is awarded and quantify and measure the CO2 emissions benefit.

The Trust is interested in projects seeking more than US$1 million in carbon funding and there is an application fee for project proposal submission. Submissions are due by the 24th of August 2005. For more information go to http://www.climatetrust.org/solicitations_2005_RFP.php.
